Tulare County Health & Human Services Agency (HHSA) is responsible for ensuring the health, safety and well-being of Tulare County residents. HHSA programs and services touch the lives of many in Tulare County, from birth to old age.

The Tulare County Health & Human Services Agency was formed in 1995 out of the belief that our clients deserved an easier, more integrated way to obtain the services they needed through the separate Health, Mental Health, and Human Services departments. We needed to see each client as a whole person rather that dealing with one problem at a time.

The leadership of HHSA and our dedicated staff can now provide a full range of services and healthcare to our diverse population at locations throughout Tulare County.
