Who qualifies for the In Home Supportive Services (IHSS) Program?
- The program is available for those elderly and/or disabled persons who can no longer care for themselves safely and want to remain in their own home. The individual must be at risk of out of home placement.
- Must be a California resident, living in his/her own home who meets one of the following conditions:
- Currently receives SSI/SSP benefits and Medi-Cal linked to SSI
- Receives Medi-Cal with no share of cost/or share of cost
How do I apply for IHSS?
Call or visit the local IHSS office to discuss your situation and to request services.
How do I find out if I qualify?
Once a request for services is made, a county worker will come to your home to conduct a needs assessment. A notice will be sent to let you know if you are approved or denied.
What services does the program provide?
- Household chores such as cooking, cleaning, and laundry
- Personal care services like dressing, bathing, and feeding
- Assistance with medical accompaniment when needed
- Protective Supervision
- Paramedical Services ordered by a physician
Does the program provide 24 hour care?
The program does not provide 24 hour care and there are limitations to the hours of service which can be authorized.
Who pays for IHSS services?
IHSS services are financed by state, county, and federal funds. If you have a Medi-Cal share of cost, you may have to pay for a portion of the cost of services.
Who provides the IHSS services?
In Tulare County, services are provided by Independent Providers. The IHSS recipient is responsible for hiring, firing, and supervising your caregiver.
Can I hire a family member to provide my IHSS services?
Yes, you can hire relatives, friends, neighbors and other persons you may know to be your caregiver. The person chosen must complete certain requirements to be enrolled as an IHSS care provider.
What are the steps that must be completed to be enrolled as an IHSS care provider?
- Complete a Provider Enrollment Form and bring in original identity documentation and original Social Security Card.
- Complete and pass a DOJ criminal background check.
- Complete a provider orientation.
- Sign an IHSS Provider Enrollment Agreement Form.

What if I need help locating a care provider?
The Tulare County IHSS Public Authority maintains a Referral Registry of care providers who have been approved to provide in home care for the IHSS program. Let your worker know that you need help with finding a care provider and a list of names can be sent to you.
