Wraparound Services
In February 2008, Tulare County Mental Health, in collaboration with Tulare County Child Welfare Services (CWS) and Tulare County Probation Department, implemented Senate Bill (SB) 163, more commonly known as Wraparound. Wraparound will allow the County of Tulare to provide high-risk youth and their families an alternative to group home care. Wraparound is a family-centered, strength-based, needs-driven philosophy that is designed to promote reestablishing at-risk youth and families into community support systems. Children’s Wraparound is seen as both an effective mechanism for addressing the immediate needs of high-risk youth and their families and as an impetus for improving services across child-serving agencies.
The goal of Children’s Wraparound is to create better outcomes for young people and their families by assuring families are at the center of the decision-making process. Wraparound has been implemented in Tulare County using the Single Lead Agency model. Representatives from all departments, community-based organizations, and community interagency committees agreed upon this model to implement Wraparound in Tulare County. Tulare County has contracted with a local community based organization for the provision of service, with HHSA oversight.
Eligibility for Wraparound Services is listed below:
- Be a Dependent or Ward of Juvenile Court or eligible for AB 3632 or Adoption Assistance Program services within Tulare County.
- Be placed in or at-risk of placement in a Rate Classification Level (RCL) 10–14 group home.
- Have an approved or potential place to reside in the community with a parent/guardian, relative caregiver, non-related extended family member, or foster parent who has agreed to participate in Wraparound.
- Willing to participate in Wraparound.
