Mental Health Administration

The Tulare County Department of Mental Health is organized into three (3) divisions: the Clinical Services Division, the Managed Care Division and the Alcohol & Drug Programs Division.

Clinical Services is responsible for the operation of clinical services in each of the Mental Health Plan outpatient clinics and ensures that services such as case management, therapeutic and psychiatric services are performed in a manner consistent with best clinical practice and State and Federal requirements. The Managed Care Division maintains responsibility for and directs techniques designed to create greater efficiencies in the Mental Health Plan while also improving the quality of care. This may include, but not be limited to, reviewing medical necessity, quality improvement and review of outpatient and inpatient practices and costs. The Alcohol & Drug Programs Division oversees programs that deliver treatment, recovery and prevention services aimed at improving the personal and public health of Tulare County residents.

The Tulare County Department of Mental Health is guided by the Executive Management Team which maintains overall responsibility for all planning and operational aspects of the Department.
