Adult Protective Services

The goal of the Adult Protective Serviecs (APS) program is to correct and/or prevent conditions that cause dependent and/or elder adults to be abused, neglected or exploited.

Whom do we serve?

APS is designed to serve all dependent and elderly (65+) adults in Tulare County.

A dependent adult is any person 18-64 years of age, who has a physical or mental limitation that restricts his or her ability to carry out normal activities of daily living. Services are free of charge and all elderly and dependent adults are entitled to services without regard to income or property if there is a need for protective services.

All referrals are confidential and the privacy of the reporting parties will be maintained.

Reporting to APS

APS can receive calls from individuals requesting help for themselves or from those requesting intervention for someone else. If the caller is reporting a crime, APS may make an immediate cross report to law enforcement. When the report is received, APS investigates and assesses the situation in an attempt to identify the most practical resolution. A Service Plan may be developed with input from the client.

What abuse should be reported?

Reportable abuse of an elder or dependent adult includes the following:

Neglect (including self neglect)
Financial abuse
Abandonment
Abduction
Physical abuse (including sexual abuse)
Other treatment resulting in pain and mental suffering
Isolation

How do I make a report and to whom do I report abuse?

Reports of elder or dependent abuse may be made by phone to Adult Protective Services or to local law enforcement. To make a report, please call Adult Protective Services at: 1-800-321-2462.
