Mass Care & Shelter Plan
Tulare County is currently overhauling its Mass Care & Shelter Plan. This planning project is a cooperative effort of the American Red Cross, the Tulare County Human Services Division, and the Office of Emergency Services.
In the event of a large-scale emergency or disaster, we can realistically expect that persons will be displaced for their residences. While many will self-evacuate out of the region, and others will seek shelter in hotels or with relatives, a percentage of the population will be without food, shelter, and the basic necessities of life for any number of reasons. The goal of both the County and the American Red Cross is to provide disaster relief to address the immediate, short-term needs of these affected individuals until recovery efforts can begin and long-term arrangements are made.
Tulare County and the American Red Cross are currently revising Tulare County's Mass Care & Shelter Plan to incorporate the latest Federal, State, and Local guidance on sheltering, accommodations for people with access & functional needs, lessons learned from Hurricane Katrina, and other best practices that can be incorporated into a local response. This plan is targeted for completion in 2011.
