Mass Evacuation Planning Project

Vehicles EvacuatingIn 2009, the California Emergency Management Agency (CalEMA) and Tulare County OES partnered on a pilot program, the "Evacuation/Transportation of People with Disabilities Planning Project."  This project provided a new framework for a countywide Evacuation Plan, and addressed several key points related to persons with access & functional needs in an evacuation scenario.  Since the completion of this project in mid-2009, Tulare County has identified further plan components in need of revision before a comprehensive

Tulare County Office of Emergency Services is currently contracting with Robert Olson Associates and Barbara Foster Associates to overhaul the County's Mass Evacuation Plan.  Both consultants are recognized experts with considerable experience in a variety of planning projects, and both have extensive involvement with similar projects in the Central Valley.  This local knowledge, combined with subject-matter expertise in traffic engineering and real-world experience with evacuations, ensures that Tulare County's residents will receive the highest degree of protection through a quality Evacuation Plan.
