What is TCMS?

TCMS is the Tulare County Medical Services Program. TCMS helps meet the needs of people who cannot pay their medical expenses. If you qualify, TCMS will pay part of your bills. You may be responsible for what TCMS does not pay.

How do I qualify for TCMS?

You must live in Tulare County, be 21 through 64 years of age, and meet income and property requirements to qualify for TCMS. You must file an application and provide certain verifications to your TCMS Eligibility Worker. Your Eligibility Worker will determine if you qualify.

Where do I apply for TCMS?

You can apply for TCMS at the TulareWORKs offices (pdf) or Health Care Centers location nearest you. If you're not sure which location is nearest you, call our toll free number at 1-800-834-7121 for more information.

Do I have to pay the County back for the medical services I receive?

Yes. You must sign a real property lien as security for the TCMS benefits you receive. The lien will be filed against any real property that is currently owned or real property that you may purchase in the future. Before you sell or buy property, the TCMS benefits must be paid back. You do not have to sell your current home to qualify.

Is there a co-pay?

Yes. The co-pay is based on your income level. For health care you receive at the Health Care Centers, the minimum co-pay is $5.00. If you are unable to pay this co-pay and you are sick, ask to speak to the clinic nurse. The clinic nurse may waive the co-pay if it is medically necessary.


Where do I get medical services with my TCMS card?

Medical Services are provided at the six Tulare County Health Care Centers. Please call for an appointment. You should carry your TCMS Card with you at all times and show it before receiving medical care.

Can I go to any doctor with my TCMS card?

No. Your TCMS card is valid for services received at the Tulare County Health Care Center Locations and County Contracted Hospitals ONLY. When needed, your County Primary Care Physician (PCP) may refer you to a specialist or hospital. TCMS will pay a portion of the referred services. You may be responsible for the remaining portion of the bill.

What if I have an emergency?

An emergency is any condition which, if not immediately diagnosed and treated, could lead to serious physical disability, injury or death. If you have such an emergency, go to the nearest hospital. You or a family member should notify your County Primary Care Physician (PCP) as soon as possible. TCMS will pay a portion of these services. You may be responsible for the remaining portion of the bill.

Will TCMS pay for non-emergency hospital room visits?

If the hospital emergency room visit was for a non-emergency, TCMS is not responsible for the bill. If you are not sure if your condition is an emergency, you must call your County Primary Care Physician (PCP) for advice.

What can I do if I don't qualify for TCMS?

You can receive medical care at any County Health Care Centers as a private pay patient. Ask to speak to a Patient Account Representative for payment arrangements.
