Public Health Emergency Preparedness

Welcome to the Public Health Emergency Preparedness web site (PHEP). We are dedicated to protecting the health and safety of Tulare County residents.  

PHEP has a critically important role in public health disaster preparedness and response. This includes response planning, surveillance, early detection of communicable diseases, laboratory support, emergency communications, training, and education. It also includes coordinating with “front line” agencies such as the Office of Emergency Services (OES), Emergency Medical Services (EMS), and other county agencies and organizations to protect the residents of Tulare County.

In the event an emergency is declared in Tulare County, all public employees are obligated to serve as Disaster Service Workers (DSWs). As DSWs, public employees may be assigned to perform activities which promote the protection of public health and safety or the preservation of lives and property.

Whooping Cough (Pertussis) Epidemic

Through July 2010, several states have reported an increase in cases and/or localized outbreaks of pertussis, including a state-wide epidemic in California. Localized outbreaks are not uncommon and occur throughout the year. Over the last 5 years, 8,000-25,000 cases of pertussis were reported per year in the United States. Everyone should make sure they are up to date with pertussis vaccinations — DTaP vaccine for infants and children and Tdap booster for adolescents and adults.
